Green programs can most simply be defined as providing assurances to home buyers that energy efficiency, indoor air quality, and resource efficiency are addressed in new home construction. However, ENERGY STAR Qualified homes and ENERGY STAR Indoor Air Package truly define energy-efficient performance. Its resource efficiencies can be defined by a new EPA label -- Water Sense -- along with a short list of other materials and waste management measures. The ultimate message is that there are lots of green programs, but "green" begins with "blue." Thus, ENERGY STAR is a great ingredient to any green program.

Mr. Rashkin has managed ENERGY STAR for Homes since its start in 1996. Under his leadership, ENERGY STAR for Homes has grown exponentially to more than 4,500 builder partners and over 800,000 labeled homes. He also is introducing a new EPA Indoor Air Quality label for the housing industry linked to ENERGY STAR Qualified Homes. Mr. Rashkin received his Bachelor of Architecture from Syracuse University, completed Masters of Urban Planning studies at New York University, and is a registered architect in California and New York. During his 20-plus years as a licensed architect, he specialized in energy efficient design and completed over 100 residential projects. He has served on the national Steering Committees for USGBC’s LEED for Homes, NAHB’s Green Builder Guidelines, and U.S. EPA’s Water Sense label. Sam has prepared hundreds of articles, technical papers, reports, and seminars; and contributed to numerous books covering a wide variety of energy topics.
