Bluestone delamination repair

I am looking for advice on stopping the delamination of 100 year old bluestone exterior steps and landing. Initial tooling the surface to remove unstable layers seems to have no end, and nothing will be left. Grinding with a cup grinder to feather out the layer results in
a gouged-out look. There is no guarantee after grinding that water will not get into the layers and continue the delamination. Any advice?

Michael
A stone consolidator may be your answer for the de-lamination of the clefted Bluestone.
Prosoco or Drytreat work well to form a silicone dioxide bond of loose or friable stones.

If you use the consolidators there is danger if applied with the suns rays cloudy or not causing a whitening affects that are permanent.
Do not apply with the sun directed at the stone.

I've removed the whitening affect with ammonium bi-flouride.
